This study provides a comprehensive assessment of the factors associated with the separate use of climate risk insurance and home flood insurance and the reasons why people should take these two actions together. Contrary to the moral hazard hypothesis, purchasing comprehensive insurance is positively associated with having a home already adapted to flooding, implying that insurance coverage and promoting risk reduction can go hand in hand.
