The European Commission is currently developing a comprehensive European Climate Resilience and Risk Management Integrated Framework to strengthen climate resilience and risk management across the EU. The aim of the framework is to create an ambitious, coherent, and well-coordinated approach at all levels, supporting both Member States and the Union in better preparing for and preventing the growing impacts of climate change.
The new framework is expected to include a balanced package of policy measures and, following an in-depth impact assessment, is likely to be adopted in the second half of 2026. It builds on existing EU strategies for climate adaptation and supports the implementation of a stronger resilience and preparedness policy in areas such as critical infrastructure, health, environment, and the economy.
A public consultation is currently underway, inviting citizens, administrations, businesses, and civil society actors to provide feedback and contribute to shaping the future EU framework. Participation is open to all interested parties and runs until 23 February 2026 via the EU “Have Your Say” portal.
The planned integrated framework follows calls from the European Parliament and the Council for greater political ambition in response to increasing climate-related risks. It aims to help protect Europe’s safety and well-being, strengthen competitiveness, and reduce the health and economic impacts of extreme weather events,
