The EU’s European Crisis Management Laboratory (ECML) has published a study on the use of artificial intelligence in crisis management. The study investigated how Large Language Models (LLMs) can accelerate and improve the analysis of large volumes of trustworthy information. The focus is on the application of Retrieval Augmented Generation (RAG) in order to use relevant data from secure sources in a targeted manner. The study shows that LLMs can significantly increase the efficiency and quality of situation analyses, for example for the Emergency Response Coordination Center (ERCC). At the same time, the limitations and challenges of the operational use of this technology are also discussed.

The challenges identified include ensuring the reliability of information, protecting sensitive data and integrating AI systems into existing workflows.
