What role can insurance play in protecting cities against natural hazards? Can it do more than cover financial losses by also attracting investment and supporting more resilient urban development? These questions are explored in the online course “From Risk to Resilience: The Insurance Course for Cities”, developed by the Resilient Cities Network.

The course provides an introduction to how insurance works and its relevance to urban risk management. In particular, it explores how insurance can go beyond compensating for losses and become an active tool for strengthening urban resilience. Through practical examples, participants learn how insurance can be integrated into municipal finance, attract investment and support more equitable urban development. No previous knowledge of insurance is required.

The course consists of four modules covering the fundamentals of insurance and urban resilience, the role of insurance in cities, the use of insurance as a tool for building resilience, and an in-depth look at parametric insurance. The latter offers innovative approaches to protecting cities financially against severe risks.

The course was developed by the Resilient Cities Network in collaboration with Howden and the Sustainable Markets Initiative Insurance Task Force. These partners are part of the Global Risk and Resilience Fellowship, which embeds insurance professionals within city leadership teams.

The online course is aimed at both beginners and those with existing knowledge who wish to explore innovative financing mechanisms and the role of the insurance sector in disaster risk reduction and resilience building.
