The International Committee of the Red Cross (ICRC) has launched the Prisoners of Climate Change (PoCC) programme to address the growing climate risks in overcrowded prisons in the Philippines. With extreme overcrowding rates and increasing threats from extreme weather events such as heatwaves, floods and typhoons, the programme aims to strengthen the resilience of prisoners and prisons. In cooperation with the Bureau of Jail Management and Penology (BJMP), climate risk analyses are carried out, staff are trained and improvements such as flood protection and better ventilation are implemented. The project has the potential to reduce climate-related risks by half and serves as a model for other countries facing similar challenges. A recent case study on the project has now been published.
