The German Strategy for Strengthening Resilience to Disasters (Resilience Strategy for short) was adopted in 2022. With the implementation plan, another important milestone on the road to a resilient Germany has now been reached.
The adoption of the German resilience strategy on July 13, 2022 laid the foundation for a holistic approach to dealing with risks and crises and closer cooperation within the federal government. Since then, all federal ministries have worked together under the leadership of the Federal Ministry of the Interior and for Home Affairs (BMI for short) to develop the “Implementation Plan for the German Strategy to Strengthen Resilience to Disasters”.
The 420 measures formulated in the implementation plan by all federal ministries follow the fields of action of the German resilience strategy. These are:
- Understand disaster risk,
- Strengthen institutions to reduce disaster risk,
- Invest in disaster risk reduction to strengthen resilience,
- Improve preparedness for disasters,
- enable better reconstruction after natural disasters
- and strengthen international cooperation.
The majority of the measures initiated will be implemented in the period 2024 and 2025 in order to strengthen resilience to disasters. This involves a variety of specific hazards such as power outages, land degradation, hacker attacks and heavy rainfall. A significant proportion of the measures take into account the all-hazards approach. This means that these measures include all conceivable hazards in their implementation, regardless of whether they are natural or man-made.
