On the second day of the Berlin Security Conference (BSC) in September 2024, the war capability of the civilian population was discussed. Former Lieutenant General Peter Bohrer emphasized the need for a comprehensive approach that includes both military and civilian components. The “Operational Plan Germany” was recognized as a step in the right direction, but there was still a lack of concrete instructions for the civilian population. A secret plan of the German Armed Forces for national defense, which combines military and civilian aspects, was completed. Former Lieutenant General Martin Schelleis pointed out the lack of clear guidelines for aid organizations to structure civilian support in the event of a crisis. Finland was cited as a role model, where there is a strong awareness of shared responsibility for the country’s security.
