Given the current geopolitical situation, particularly the war in Ukraine and the political change in the United States, the urgency of improving German civil protection becomes particularly clear. The geopolitical events and the associated shift in the international security situation highlight the necessity of preparing security structures and civil protection for the challenges of an increasingly unpredictable world. In a time when political and societal upheavals are occurring more frequently, it is essential that Germany better prepares for future crises.

A group of committed authors – including DKKV Chairman Leon Eckert, DKKV Board Member Martin Voss, and personal member Manuel Atug – has outlined in 11 theses how civil protection in Germany must be restructured to meet current and future challenges. These theses are addressed to the new federal government and call for a preventive, fundamental understanding of civil protection as a basic provision for society.

The theses emphasize that civil protection is not just a reactive measure, but a preventive and sustainable task that enables a resilient society. Only through a fundamental realignment can the social, ecological, and technological changes of the coming years be overcome.
