A survey by the UBA shows that 77 per cent of German municipalities have been affected by extreme weather events in the last ten years. The majority expect these problems, such as forest fires and new diseases, to increase.

Over 40 per cent of municipalities have already implemented climate adaptation measures and a further 40 per cent are planning to do so. Large independent cities are leading the way, while smaller municipalities often fail due to a lack of human (80 per cent) and financial resources (73 per cent). UBA President Dirk Messner is calling for climate adaptation to be enshrined in the German constitution as a joint task in order to provide better support for local authorities.
